The plot picks up where Dabangg 2 left off, with ASP Chulbul Pandey, a crooked but well-liked policeman, stopping a robbery at a wedding and beating the goons and their boss, Gullu, black and blue. Gullu then decides to resume his part-time work as a wedding band trumpeter, and Chulbul is seen juggling the daily lives of his wife Rajjo, brother Makhanchand “Makkhi” Pandey, also a police officer, and his son, while his father Prajapati Pandey stays at home with Rajjo.
Makkhi continues to live an opulent lifestyle the majority of the time. Makkhi, expecting to convict her captors, who attempted to sell her and other girls off, is joined by Chulbul, and the brothers apprehend Chinti Walia, who runs a sex ring, on a fateful day.
Chulbul intercepts a prosecutor and some goons who have come over to release Chinti while attempting to drag a confession out of him at the police station.
Even as Chulbul smiles into the phone, he tears off the court order, and the goons chief continues his video call going in desperation. After a few minutes, the leader shows Bali Singh the video call, where he sees Chulbul, who looks back into the phone camera to visit Bali. He reminisces about his childhood days, remembering his fate with Bali, and is stunned beyond words.
Years ago, while he was already young, Chulbul, whom real identity is Dhaakad Chand Pandey, falling in love with a girl named Khushi, who was initially being considered as a potential bride for Makkhi, after he saw a photo of her in Makkhi’s hand, and told his mother, Naini Devi, that he would be a better fit than Makkhi; a few days later, Khushi’s maternal uncle Prabhat and maternal aunt At the same time, Bali, a cruel and brutal thug, set his sights on Khushi and began making plans to marry her.
However, after luring Dhaakad to the location and seeing Khushi and her family, he decided to murder Khushi and her family right in front of Dhaakad’s eyes. Prabhat and Janki were dead, and Khushi was killed by being hurled over a cliff. As a result, Khushi’s uncle Hariya and his daughter Rajjo, who was revealed to be Khushi’s friend, were deeply affected;
Hariya turned to alcoholism, while Dhaakad, who was framed by Bali and spent much time in prison for the deaths, was taken in by Commissioner Satendar Singh after rescuing him from assailants, and transformed into an uptight cop, naming himself Chulbul in honour of Khushi, forming the gang.
After relaying the whole episode to Prajapati and Rajjo, Chulbul declares that he’s had enough and that the chapter must be closed once and for all. Meanwhile, an uninterested Makkhi is persuaded by Bali to turn against Chulbul, almost slapping him after he is elevated to the level of ASP as well. Prajapati exiles him from his home as a result of his actions, and he deliberately joins hands with Bali. Bali, who is running for politician and minister in the forthcoming elections, intends to carry a truck loaded with cash into the country.
As a result, he arranges for Makkhi and several other police officers in his circle to be moved to a single place to make transportation easier. Chulbul intercepts the truck and turns Bali’s spies in the police department against him. As retaliation, Bali kidnaps and violently beats some of Chulbul’s friends before Chulbul breaks in and frees them all, even though Bali has fled with Makkhi and some trusted accomplices.
To persuade Bali to take ineffective steps, Chulbul kidnaps Minister S. S. Sharma and his brother-in-law by staging a ruse with Gullu’s assistance and pressuring them to make a confession that goes viral.
Bali sees the same thing, and since he knows the hideout, Makkhi assists him in tracking them down. Bali kills Sharma and injures his brother-in-law upon his arrival; in revenge, he dispatches wrestlers to attack Rajjo and her son, but Chulbul arrives just in time to save the two.
Chulbul gets a call from Prajapati, who informs him that Rajjo hasn’t reached home yet. Sensing Bali’s involvement, he storms a quarry where Bali has taken Rajjo and, more shockingly, Makkhi as hostages – Makkhi was still on Chulbul’s side, and it was a game between the brothers to enrage Bali; Chulbul kills and burys Bali after a tense confrontation.
